In Animal Crossing City Folk Tom Nook Won't Upgrade!!!!! WHY?

I have spent more than 25,000 at Nook's Cranny, i have sold that much too, and i have bought out his store multiple times!!! I don't know what to do at this point! Can someone please help me out I need him to upgrade!!!!! Please Help!!
